The report is dedicated to the joint project of Southern Federal University (Russia) – Laser Institute of the Qilu Technological University of the Academy of Sciences of Shandong Province (China) in the field of Metasurfaces and Metalenses. A description of the main idea of the project, the need to create an international team, risk analysis, work planning and further directions for the development of the topic are presented.
